There could be 1 thread in Skylines that can't get any more performance, so it bottlenecks the frame rate (I think that's exactly what is happening) while all the other threads are running fine but overall the full CPU isn't being used so the usage remains less than 100%. I guess that means if it has a spike in CPU needs it can instantly use it without having to ask the OS for more (which is notoriously iffy in Windows). GTAV seems to do some odd scheduling where it eats 100% of the CPU if it can, even if the game doesn't need to use it all the time. Have suggestions for the sidebar / topbar? Mail the mods!
